About Us

The Educational Quality and Assessment Programme (EQAP) is mandated to develop education quality in the Pacific. 
EQAP efforts are dedicated to literacy and numeracy, assessment, curriculum development, qualifications accreditation and research. 
EQAP works with the education ministries of 15 Pacific countries providing technical support or hands-on groundwork contributions. 

EQAP also works in close collaboration with the Australian Council for Educational Research (ACER), New Zealand Qualifications Authority (NZQA) and UNESCO. EQAP is a member and represents the Pacific in the Steering Group of the Network on Education Quality Monitoring in the Asia-Pacific (NEQMAP)

Thanks to our funders, EQAP has been able to document and assess trends in literacy, numeracy and current school management and administrative systems; a ground breaking achievement in data collation for the Pacific.

Following an independent external review of SPBEA in 2013 it was renamed the Secretariat of the Pacific Board for Educational Quality (SPBEQ), and its governing 

board to be called the Pacific Board of Educational Quality (PBEQ) to reflect the shift in its focus from assessment to encompass a more expanded mandate 
towards quality in education.

This name however was short-lived as it was changed once again during the special board meeting of the PBEQ in February 2015 to become the Educational Quality
and Assessment Programme. This name change reflected the decision to relocate the Educational Quality and Assessment Programme (formerly SPBEQ) to the Office
of the Director General of SPC and the Board to be a subcommittee under the Committee of Representatives of Governments and Administrations.       

Following a series of changes in its name, institutional arrangement and mandate since it was established in 1980, its primary role was to assist the Pacific region
and its member countries develop assessment procedures towards their national / or regional certificates. After a span of a little over 30 years, these countries
have developed their own national form 6 qualifications, which began to be implemented in 2013, whilst the seventh form qualification (SPFSC) continues to
be administered by EQAP.
